Project Overview

Type of Survey:
Solar Panel Installation Assessment

Location:
York, North Yorkshire

Type of Construction:
Two ancillary buildings with roof-mounted solar photovoltaic installations

Benenden Health commissioned WHL Building Consultancy to undertake an independent assessment of solar panel installations on two smaller buildings at its York premises. Concerns arose after severe water ingress affected the largest building following similar works. The visual inspection reviewed the panel fixing method, roof coverings, waterproofing details, bird protection and accessible loft spaces. The assessment considered whether the installations aligned with industry good practice and identified the investigations and remedial measures needed to protect the roofs and timber structures.

Key Benefits

  • Identified that panels had been bolted directly through the roof coverings into timber rafters without suitable mounting hooks to distribute loads.
  • Highlighted the long-term risk of water ingress from reliance on silicone sealant rather than robust flashing and gasket details.
  • Recommended a full structural assessment to confirm the prefabricated timber trusses can safely support the additional panel loads.
  • Flagged loose bird netting and associated risks from nesting debris, blocked drainage, damaged wiring and potential fire hazards.
  • Provided a remedial cost estimate of £61,044.50 excluding VAT and professional fees, covering access, panel removal, repairs and reinstatement.

Conclusion

The assessment provided Benenden Health with an independent basis for addressing the risks associated with the existing solar installations. The current fixing and waterproofing arrangements were not considered suitable for long-term performance, and a structural review was strongly advised. Recommended works include temporarily removing the panels, replacing damaged slates, installing appropriate mounting hooks and flashing, reinstating the panels and fitting secure bird protection. Review of the original contract and scope is also required to establish responsibility for the deficiencies and determine the most appropriate route for remedial action.
